What is structured cabling?

A planned cable plant: one system of copper and fiber, labeled and tested, that serves phones, data, cameras, and access control instead of a pile of one-off runs.

Do you install fiber as well as Cat6?

Yes. Horizontal copper and fiber backbone are both in scope, including closet-to-closet and building-to-building runs.
